made and fitted some gussets. all 1/4 inch plate. Lots and lots of grinding. my arms are numb.

Good job, I'm sure that frame's as rigid as it ever was. Have you worked out the geometry of the shock mount/swingarm/tire clearance and all that?

Yep. old swingarm was same way, this one just uses the different wheel.
Shock will mount 1" closer to pivot for more leverage. it was too stiff. Might even swap springs out.
there will be plenty of tire clearance to shock and swingarm. tire to seat swingarm might get close with both at full compression. might have to play with some bumpstops.

First "leaf springer" seat ever made?
I was thinking a good way to finish pulling the tank dents would be a cheap/decent enough
stud welder
that comes with a slide hammer. Or if you're good with a TIG welder on thin metal, use that to weld a few studs on.

You can rent a stud gun/ dent puller setup. Cut & grind the studs off.

What instruments are they ?
I believe I can see an oil pressure gauge, and perhaps a fuel level meter...
Would the others be an oil temperature gauge and a voltmeter for the battery ?
Any chance of sourcing similar gauges ?

ok here is something i cant decide on. Should i box in the bottom of the seat like in the right.
OR leave it open like on the left?
if i box it the under side will have a few dimple die holes.
what would you do?

Well I wish ihad more info for you but I dont. All i know is the gauges came out of WWII airplanes. They have raydon in them and could be toxic. The upper gauge is a mystery. It reads, "pointer must fall exactly within green zone"
Lower gauge is oil psi, fuel psi, and oil temp. The fuel psi gauge will come in handy when im under boost.
