Oh yea ... that will be de-cried by the NRA and the republicons as a "goverment take over of the second amendment".
And it still doesn't address the issue of one person's guns being "co-opted" by someone else cos they leave it in easy access.

What they are doing now is being decried as a take over, if you are proficient in handling your weapons, you keep them secure.. You have door locks and keys to your car, do you not? Yes they get stolen, but imagine if they didn't have locks and keys, condition now with guns...
