You may need to experiment with the number of safety pins so you can easily mount and dismount. Wind effects could also be a factor.

Seriously? What about ATGATT?

A Kilt is not going to provide you any protection in a fall.
As a kid I was riding a small Italian fold up mini bike with shorts on, and when my left calf touched the chrome muffler I had an instant football shaped brand....it took 15 years for the scar to go away.
