I have been trying to find a good used fuel tank, but haven't been able to. so looking on bike bandit I can buy a 2017 tank new fully painted, is there any difference between fuel tanks except the color  mine is a 2002 all the older tanks are on back order

There are differences between CA tanks and 49 state tanks .CA tanks used unvented gas caps and had an internal line that came from a charcoal canister. all other tanks are same/same except color and side emblems.

Mostly true, CA (california) tanks have a inlet in the gas cap.

Trying to fugure out what part number to look for on bike bandit that is not California model , does anyone have any insight

It really doesn't make any difference - you can use either tank.  If you get a California model, you can plug the vent tube.
