the baggy technique.
take the cable off (you don't have to, but at least have both ends free)
push the end of the cable thru a corner of a plastic baggy.
you might need to wrap a rubber band around the corner to make it seal tight on the cable.
put oil in the baggy then wait for it to drip on the other end.

a cable is too stretched when it breaks in 2 or you can no longer adjust it.
