Speedo Cable... Broken?

hi folks, I am starting the process of changing the Head Plug this morning. When I unscrewed the speedometer cable from the engine and removed the sheathing there is still about a 2” piece of cable sticking out from the engine. Not normal, right? I can’t pull this piece out to save my butt! The Speedo doesn’t work, and I assume this is the problem..... but how do I get it out?? I have even had pliers on it. It just won’t come out.....help!

Soak it with penetrating oil (not wd40). When trying to remove it after soaking, don't just pull on the remaining cable, push, than pull - you need to break the corrosive bond. When cables are properly lubed, this doesn't happen.
