need a procedure recommendation on installing it  ie; air box boot on the box , or put it on after the carb is on?....suggestions??

As the rubber ages, it becomes stiff and maybe even a bit smaller - eventually it makes the job nearly impossible and a new part may be necessary.  I had to get new rubber boots for my 2002 Ninja 250 a couple years ago.  After 16 years they had just become too stiff to get refitted - and they are really jammed in a tough place to access.

You can TRy going to a copy repair outfit and see if they still have any fuser oil.. Its 100% silicone oil,, rub the rubber down and let it sit a while,, youll see if it drinks it,, add more. If that wont make it pliable, nothing will,,
If you can get a pint for 5 bucks,, thats stroking,, and will last for years, its great to detail the bike before ya wax it,, or the car, the rubber strips under the windows wont ever crack if ya treat them,,
I know,, The crap at the autoparts store for the dash,, Phhht,, Its got VOCs that evaporate and leave the plastic dry,,
Armorall,, thats the name of it,, I dont like that stuff,,,
A piece of tee shirt on a couple of fingers, DROPS of oil, sread on the dash,, Do that a few days in a row,, Itll stop drinking it up,,

My bike is a 2014 model and the float is as bold as brass.  Huh
