What is purpose for these?

So I was working on install of some under carriage LED running light ls on my ‘03’, plan is too mount them on the muffler support bracket on frame. I happened to just try fit up on my 2011 and I noticed the bracket has 2 additional brackets welded on bottom with holes in them in front and back. Just wondering what these are there for on the newer bike? Attached picture from underside.

New York only allows them on if your parked . Blue might get you a ticket if that's what the cops are running, might want to read up on it.
