That said, the total revenue making sales out a window will probably fall FAR short of paying for the overhead.

Labor is 50% of overhead, and waitress $$ is likely 50% of that, so if they make 75% of volume, which they seem to be, that's plenty.

 The tires would be evidence that you created an environment conducive to the reproduction of mosquitoes.  If the entire town next to the swamp got malaria there would need to be a lot of tires laying around.

 I said "evidence" meaning evidence of "replication".  To replicate the virus in an enclosed location you would need a location, and victims.

 You are saying that this is not a natural occurrence but that the Chinese Government  replicated the virus.  They would have to do this in a location (like tires) on people in a contained way.  

 You think this happened and have no evidence.

 I think this did not happen because there is no evidence.
