The petcock will always flow well in prime ,that's not a test. the problem might be that the vacuum diaphragm has a hole/crack  in it, that allows fuel to run down the vacuum line ,allowing an unregulated amount of extra fuel into the carb flooding the motor. I'd get a Raptor petcock ,the stock petcock will fail at some point anyway, and for you it may be now.
