It's apparent he was lugging the motor (shifting to early) but that would mean the throttle plate would be nearly closed ,causing the vacuum to be higher at the petcock diaphragm, but that might indicate that the diaphragm is either very stiff and not passing fuel or perforated and passing too much. Either way he needs a Raptor.
