Broken head bolts

Hello,

I have savage for three years. the last time I did oil plug fix. It’s started to leak from the head bolt recently due to incorrect washer. Those two bolts are completely frozen. I had to cut them off. I think, I over tighten them. I couldn’t get em out. Is it possible somehow to replace them?  :'(

I think I helicoiled the same two bolts after the PO had screwed the threads.

Protect everything
Have nuts welded on
Drizzle a Real penetrating oil down the bolts. Let that have a couple of days to soak, keep putting it on..
Us an impact.
Just for a couple of seconds.
If it starts turning, but it's dragging, stop.
Add oil.
Use a wrench
Work it slowly back and forth, .
You don't want to gall the threads.
Might be ahead to take it to a machine shop.

Edit

Don't know how many inches of bolt are sticking up, but it's gonna absorb the jarring kick of the impact somewhat.
You Can use a wrench with a cheater pipe and torque up on it and Spank the cheater pipe where it's covering the end of the wrench. This, done improperly, will hurt your hand. I wear gloves when I have to do this and use a cheater pipe big enough to wiggle freely on the wrench.
