CA EPA Carb Question (Read 40 times)

CA EPA Carb Question

First off, let me apologize if there is already a post about this. I searched and didn't find much about it.

I bought a 1996 Savage off of a buddy of mine. He stated that the bike would not start as it had sat for a while, and the carb needed to be rebuilt/cleaned. Through this forum I was able to find all sort of info in regards to carb maintenance. It did however take me a little bit to discover what the extra port on the left side was. I believe it is the California model carb.
My question is, should I plug, or cap this port as the rest of the "EPA" system is non existent on this bike?
I appreciate your input as this is my first motorcycle, and I would love to get it running asap. Thanks.

Yes you can just cap it.

We've seen them lose the oil in the cylinder from sitting.
Bad news for rings and cylinder.
