I used a washer that fit groove snugly and put a visegrip on the washer ,
Came right out , put it back the same way and didn't even mar the finish !
Honda has a tool that does multiple sizes of that style plug , sorry no part number.

After several failed attempts using wimpy metal I dug up a worn out mower blade and cut and shaped it to fit. The slots edges were, by then, dinged up, and I used a file tang, carefully tapped across the slot, making it the same width and allowing the mower blade to go in. The radius in the slots base is a pain. Cardboard pressed in, trimmed, rinse, repeat, until the shape hits evenly, transfer to the blade, cut to fit.
A cutoff wheel on a grinder and a silver sharpie.

It's Easy to get it too tight.
Antiseize is your friend.

Yep....it need not be more than just snug.  The O-ring likely will keep it from loosening.

Folks tend to tighten this cover and the drain plug waaay to much.
