While the answer could be yes, you're just as likely to cause a problem that wasn't going to occur.
I got a duct on an aircraft that lasts for 20 years.
then it fractures in place that's hard to repair (normally we say replace)
a customer then makes a weld repair and it last 3 months due to not being able to clean it properly.
typically, when you repair a tank, you weld the crack. a crack is a high stress point likely to crack again. You got to circumvent the high stress point and reinforce it. welds need to be at low stress points.
