In answer to your question, yes, you will *probably* want to rejet after you change that filter out, as you'll end up running a little leaner now that the engine can inhale the way it wants to. And then you'll probably want to modify your exhaust so it can exhale the way it wants to as well. Either way, you'll want to rejet, or at least tune via the mixture screw. This thread here:

I don't know how it is up in Canada, but new jets are pretty cheap. Also, Lancer has a jet kit, from what I've heard.
