It's acting like the battery is close to dead, I hear the de-comp click, then the solenoid click, and then a few more clicks when it should be cranking. The battery is good and charged and I've checked and tightened all the cable connections. Is there a way to jump directly to the starter to test it?

OHH! Let me answer! Everyone is usually so much smarter than I am at things like this!
I jumped mine with a battery box thing. Negative on the rear footrest, key on, clutch in, hit the starter, then touch the positive to the bolt on the battery.
Mine fired right up. I knew the battery was a little weak, but figured riding to town would charge her up. I was right. It was not a hard thing to do, you just need about four hands.

It doesn't need a jump. The battery is fine. I just want to know if I can test the starter by jumping directly to it.

yep, like mike said.
make you're in neutral
black to ground
pull the rubber back on the starter terminal
touch red there.
if it goes a 1/2 turn and stalls don't worry. you just came on to the compression stroke. put in gear back the bike up till you feel the compression stroke again. repeat above.

If ya ever have to jump your bike doing it by shorting the starter I think is safer for your electrical and charging system.
