I'm not sure what tires & battery you use, but for me to replace them it would be no more than $400-$500 max and probably less. (MUCH MUCH LESS than 50% of the cost of a NEW BIKE >$4,000)
After looking at both ads, my gut feeling would be the newer bike, but $2k seems like too much for it. I paid $2k for my 2005 with just over 5k miles on it (but it was hacked up into a custom bob job that was not done very well & I have put about $500 into it to get it back to a full cruiser style bike, including new tires, saddlebags, windshield & more)
I would keep looking, and in order to get the best deal you will need to be PATIENT, but ready to jump when you find the deal, because it won't last long.
