chain guard problems

Can someone tell me what Im doing wrong? I mounted a new rear tire. I had the bike on blocks so the wheel spun. After mounting the wheel I spun it and it spun freely. I went ahead and adjusted the belt tension and tightned everything down. I lowered the bike and put on the chain guard and for some reason the belt wont line up quite right with the chain guard and it rubs. I have gone thru the Clymer manual and it seems I have everything in the right place. I cant figure it out. Anyone have any Idea what Im doing wrong? Any suggestions?

There is an extra wahser that is basically a spacer on the rear. Are you sure you have it in the right place? I think it goes between the shock bushing and the nut, away from the guard.
