Idle for a while and then...NO POWER!

hey all,
i'm having a little trouble. It seems if my 1986 savage idles for a while and then I try to rev up the engine it barely does anything, with the grip all the way back it only humms...and eventually it kicks in.
I'm thinking this isthe idle mixture screw but not sure...if it is, how should I adjust it?
thanks,
Weez
