What converted battleship?

CVN 78 an aircraft carrier had this issue. I don't think the lengthy repair is mandatory, but having worked for the Government for years, I can see how it would happen.

People complain about how corrupt an inefficient the Government is, that the building of the ship took way too long, then also say they are surprised replacing 600 sleeping berths would take 14 months.
