Squeaking from rear

i took the bike for a round trip trip that was 100 miles each way. There has been a squeaking sound from the rear that grew worse on this trip. The squeak is not constant. It seems to match the rotation of the rear wheel, one squeal per rotation. It doesn’t occur when throttling, only when coasting whether in gear or neutral.
Is the belt too tight? I’ve noticed that the bike is hard to push when in neutral.
After this recent trip, I saw shards of rubber on the frame near the rear wheel and wondered if that was normal. Do the tires throw rubber off like that normally? Could that be related to the squeaking?
