The high weld spots seems to have scored the inside of my front pulley cover too...

The contact with the aluminum cover is more than likely the squeal - not your belt.  It doesn't look consistent with the rest of the pulley circumference, so I would think someone did some dodgy welding on it at some point.  Take a grinder  and take off the high points until it no longer contacts the cover.

The rubbing on the cover is a red flag. Check to see if the rubber washers are still in place on the 3 bolts that hold the cover on, if thier gone that could reduce the clearance.
The welds on the pulley are most likley to repair damage caused by long term belt misalignment. Replacing it would be a good idea, the welds put it out of balance. Many of us have swapped for the Kaw. pulley and have the stocker laying around. Where do you live?
You need to get the back wheel off the ground, spin it and line-up the belt. The marks on the swingarm could be off. A straight edge on the rear wheel can line it up with the front. Do both sides, the back is wider than the front, split the differnce. When it is right it will be in the middle of BOTH pulleys and the belt noise will go away. If you can't get at least close you might have a bent swingarm or bad swingarm bearings.

Live near Pittsburgh (PA). Dang, a pulley is $104 new. How do I go about begging to buy a part on this site?

E-mail Dave, he sells the modded Kaw pulleys and should have a stock one laying around. He lives south of Cincinnati. Shipping shouldent be too much.
Find him in the marketplace.

Any GOOD explanation for why the pulley washer is peeled up against the side of the nut?

anti rotation device

bend it down to loosen
bend it back up to lock the nut in place.

Yeah, that nut is crucial and it gets torqued to bout 90 ft/pounds.  Ya don't want that sucker coming loose b/c it'll wreck the splines on the output shaft.  I bend two sides up and I think Dave mentioned he bends up three of 'em.

You also want the red locktite on there.  Pretty sure.  Someone may differ.
