Fork damper rod

Hello everybody, ive just disassembled the forks for cleaning, new oil and seals! But i noticed one thing with the damper rod that i hope you can answer for me? When i took everything apart there was some kind of spacer on the damper rod that i havent seen in the manual or any where else. It was on when i disassembled everything so i think it should be there but i just wanted to ask if this is normal?
