In this case, Taxi drivers,  
Choose, not to give certain people a ride.
(Biased on what those people believe)

Would this be a case of,
“I can You Can’t”

When it is compared to a Baker of Cakes, who,
Choose Not to bake a cake for certain people ?
(Biased on what those people believe)

Just for the he/she called tt.
(because the he/she called tt will SPIN this)
