"Won't crank over" is a statement that can be interpreted in several ways.
When I read or see that statement - I am never sure if the engine won't rotate when they push the starter button.....or doesn't start.
It is much easier understood if they say "Won't fire, won't light, won't catch, etc." It is a saying the folks likely inherited from family and friends.
It is very clear if they say: "The engine turns over but won't start". And I believe that is what it going on with this engine.
The fuel in this area can go stale in just a few months, and it can either fail to run - or also gum up the jets. The pilot jet has a very tiny hole and can clog up very easily. No amount of soaking will likely cure the problem - and ultra sonic cleaner, carb dip....and sometimes poking a small wire through the jet become necessary. Don't put the jet back in until you can see daylight through it.
