The US isn't the only country that can detect missle launches. Pretty hard to keep something like that a secret I think.

If its anything like the setup in CO then yes a single employee can send the alert. By design the system doesn't require multi-personnel redundancy to send the social alerts. I don't know for sure though.

From my experience it was probably more than one person involved but one will take the heat.

As for missile launches I would be very surprised if only the US saw a ballistic launch. Of course YouTube will be filled with sources claiming it was real.
