It's not about fear, it's common sense.
Import as many needy into your house as you can support.
Look at the immigration rules of EVERY OTHER COUNTRY
Look at how Australia does it.
We're sinking ourselves.
The immigrants who built America didn't have a society to look to that would give them food stamps.

WHO and how many matters.
Skilled and healthy people are better for us than people who are neither.
