Looks like a good start....you have a ways to go yet!
Since you are really early in your build, maybe you can benefit from the things I have learned about the tires on a Cafe' bike. The 130/70-18 tire is too wide for a 18x2.50 rim. If you want to run a tire that size you need to get a 18x3.50 rim. The 130/70 tire is made to fit on the 3.50 rim, and if you mount it on a 2.50 rim you are pulling the tire beads in a full inch, and that creates a tread profile that is too round.....it rolls tread over onto the sidewalls where you will never be able to use it, and it makes a narrow contact patch. If you want to use a 18x2.50 rim it is best to use a 120/80-18 tire. The 120/80 tire is almost as wide as a 130/70 tire on a 18x2.50 rim, and the tread profile is not distorted as the sidewalls are not pulled in a full inch.

I did not use the RYCA tail light - instead I bought one that has a red lens and is the running and brake light without turn signals - and I added LED brake light to my bike and I put it under the seat bottom - just about the point where the rear seat pan bolts to the frame. The light is not visible to anyone walking around and casually looking at the bike - but to a driver behind the bike it is very visible and very bright. I used an emergency strobe from StrobesRUs - it is red and can be set for continuous operation as a brake light. I used a 6 strobe light and it is a bit to bright and I toned it down with a layer of red tape - this 4 light until might be better.

Lowering the front end by installing spacers makes for a really rough riding bike - using a top triple clamp that allows you to raise the fork tubes to lower the front end makes for a much better ride.
