No, it didn't. Either it was designed wrong, construction wasn't up to par, something,, but a Spillway is supposed to let water Cross over, not wash away. That's gonna take some very clever work.

I can't imagine the engineering that it will take to get in, remove the compromised areas, get fill put in, and compacted and connected to the healthy parts. Yeah, it's an earthen dam, but the building up from zero is done a bit differently than I would expect putting a scab in a wound. My big questions are still, was the spillway obviously compromised before they were forced to use it? When was the time they had to use it? Was it a bad design, or was it not built to specification?
Whatever caused it, it's a hot mess.
Talk about shovel ready...

IDK, I don't see rebar hanging out at every break.
Obviously, there's bed rock there or it'd be all gone.
I believe they said they were over the maximum designed flow rate.
If they hadn't allowed the dam to fill to 80% and then projected another week of rain, they might've been able to release water below the designed flow rate.

I vaguely remember on day 2 or 3 some news (or not real news) org reporting that there were upgrades recommended a while back. I think that as with most things, we build up to a percentage of probable problems, but not 100% or nothing would ever get built. I hope they take a hint and repair it robustly.
