81,What small pipe? there are three outlets from the float bowl,the drain on the bottom ,and two on the top rear which are overflows ,if the fuel is coming from one of the overflows,you have one of two problems,either the float valve is dirty /stuck open ,or the float has a hole (sinking)/or float level is set to high.you simply  need to look.IT might also be a good idea to remove the sparkplug and add a capful of oil to lube the rings and cylinder walls ,it will help build compression and protect the walls from being scored.(you have no oil pressure until the bike runs and the oil runs of these parts if the bike sets for a while.)fuel+ compression+spark=start&run   You said the temperature dropped to -15 degrees if you didn't take the battery out of the bike it could have froze ,the battery will turn the bike over with about 10 volts ,but 10 volts will not fire the plug,no spark ,no go! and the voltage drops when you hit the starter.You need to hold a volt meter across the battery when you hit the starter,if the voltage drops below about 10.5 you need a new battery.
