Slight loss of power mid gear. Recent tire change

Okay, so we noticed some loss of power this past week usually only noticeable in middle of a gear or when keeping at a certain speed. Its almost like im letting of the gas a little then it comes back a second later.
We did upgrade the tire to a 150/90 and the old one was a 140/80 but i think it seemed to run fine for a few days after that. Also during the tire change I noticed oil on the air filter as well as a smell of gas and have since switched to the raptor 660 petcock. The loss of power was noticed before the petcock change but i have yet to receive a new air box filter and have the oily one on still. I did soak and clean the filter and left it out to dry until i get a new replacement. Just looking for a little advice and wondered if anyone else has noticed a similar problem.

i was also told the tires were balanced but i am not certain of this. And i put the rear tire on myself but feel certain i did it correctly.
Also i feel that the oil in the airbox has been like that since i purchased it last summer but i may be wrong.

What would I do?
start by changing the oil and filter for new Rotella/ZDDP combo. Could be a slipping clutch ...
clean the carb next ... could be a stuck float or clogged/restricted jet ...
and that's where I would start ... but that's me ... YMMV

Have you rejetted the carb? Are you experiencing a "lean surge"?

Double check that your belt isn't too tight,... also that the rear brake isn't...

actually i though my belt seemed a little tight, i could turn it as far as before the change

the belt does indeed seem tight. What is the best was to go about loosening it? Do i need to take the rear tire off again?

Loosen the axle nut,... back the adjusters off a bit,.. wiggle the wheel to let it settle... then check for belt slack.
When it feels good and you can twist the belt with your fingers about 90',... retighten the axle... make sure the wheel is running even side to side...

i just know it fixed the issue. I feel very confused with the tensioners though. can they be tightened unevenly? If so what does that do?

I noticed these exact same symptoms with my S40 yesterday. Pull in the clutch to change gears and the bike pulled back slightly. Also difficulty in keeping steady progress at town speeds on low throttle! Belt had just been adjusted using the factory tool! Thanks for the info guys.
