how can you tell if your battery tender jr is overcharging your battery . what voltage should be the highest ,for a car , that your meter should read,when the tender is connected ,and the light is green? Thanks

It should read 12VDC when the tender is off. I wouldn't rely on the "on" voltage (unless it's 18V or something). Is your battery cooked?

A fully charged 12v car battery should read 12.6v.  Auto industry standard charging target voltage is 13.8v.

It seems like the starter races.I'm just wondering how high is too high ,as far as the voltage level when the charger is on. I think ours is over 14 volts ,but I have to check it again. would testing the voltage with the tender connected ,tell you anything more ,than testing the voltage immediately after the tender is disconnected?

I wouldn't disconnect the tender and test the battery immediately. It'll give you a false reading that's too high. Let it sit for a little while and then test it.

By the way, Auto Zone can load test your battery for free. I'd call them first. I don't know how competent they are with motorcycle batteries. They might refuse to test it since it's out of their comfort zone.
