$1500 for a 2000 Savage, 6450 miles, garage kept?  I have not yet seen the bike, but assuming it passes the inspection outlined in the "Buying Tips" post?

In the US?...
The price is okay, if the machine appears to in really nice shape,... but it ain't no steal...
Values may be climbing, with the popularity of Savages increasing as a bike to mod...

I bought my 97' in 06' for $1500 with 3k miles...
I have bought Savages for as low as $600...

If you want a bargain,.. I'd hold out... if you look and like the bike,.. you probably won't be disappointed...

My 2005 cost me $1500.  If it's in very good shape and has brand new tires and battery I'd probably be okay with that price.  I'm generally skeptical of low mileage though.

Is that an original IRC front tyre? If it is and if the rear is IRC, the mileage COULD be original.

Is that dark area on the cylinder an indication of an oil leak?  Might be a good bargaining point to get the price lowered a bit.  Most likely it is the rubber head plug leak, or the front stud under the exhaust port oozing a bit of oil.  Both are fixable - but it does take some time (and money if you pay someone else to do it).

And you don't want to be riding around on 15 year old tires......so those will have to be replaced ASAP.

Low mileage is believable on most Savage motorcycles.  Folks buy them as entry level motorcycles, and find out they don't really like to ride.  Bike with less than 4,000 miles are not hard to find, and now and then you can find them with less than 1,000 miles.  I bought my 5 year old Savage with only 262 miles on it.

I paid $1800 for a 2003 with about 3000 miles on it. It was in perfect condition. If the person is asking $1500 then lowball them a bit...especially this time of year where people are trying to get rid of their bikes so they don't have to store them all winter.

Every dollar you can negotiate off of it is a dollar toward the price of a maintenance manual and tools and tires, and, if it's your first bike, you'll be needing to buy proper riding gear.
Winter is coming on, bike prices drop. That's a Springtime price, IMO.
Regional stuff, some prices are different.
There's a difference between low mileage and documented neglect.
Under five hundred miles per year. I suspect most of them were early, then , probably the petcock started goofing up, battery couldn't tolerate the  occasional use,
If it's running , okay, and by running, I mean, riding ready, the price is okay, but if it's not, then you need to get oil on the cylinder, if it's been parked for a year,
If I was dragging one out of the tomb I'd probably even pop the valve covers and squirt some spray can white lithium grease on the cam.
Don't let it sit and idle
A:   Below a thousand RPM
B:   Sitting on the sidestand. At least block it up some. There is a tub of oil the cam splashes in.
