Noise coming from left side of engine.

I recently had the tires changed I'm my 2000 savage with 8,200 no on it at a local l. when I went to ride it yesterday there was a strange noise coming from the left side of the engine. Kind of hard to describe the sound, but if you say shhh 10x fast that would pretty much describe the noise. Like a loose belt flopping around or something. Is this normal or should I take it back to the shop?

Check the belt guard. It's supposed to have vibration damping pads and can rattle. Check the drive pulley. If that nut gets loose the splines will die a gruesome ,costly and difficult to repair death.

Taking the bike for tires costs WAY more than taking the wheels in.
If you don't have the equipment to take both off at the same time, make two trips.
Darn few NON Savage owners know how to get the belt right.
You've allowed someone to mess with your bike. Yeah, a
Professional...
We've seen at least two engines destroyed by
Professional Mechanics,
just changing the oil.
Look carefully at the screws holding the belt guard on. Do you see signs of a socket or screwdriver being on them ?.. There's no reason to touch that to change the tire.
How many labor hours did they charge?
Did they break it down, front and rear?
I think it's insane charging thirty bucks for taking a tire off a rim, mounting and balancing the new one, but that's what I paid, and that's been years ago.
What did they charge to pull the wheels and swap the tires?
I asked about HOURS charged to try to get an idea of how stupidly they may have gone about it. IF they pulled the drive pulley and charged for it AND didn't torque it right, then they're in a bind.
I'd go back and just talk, ask about how hard was it, because You want to know if it's something that you can do. If they go off telling you
Ohh, it's a big job getting the rear off, you gotta pull the drive pulley..
Then it'd really be good to have a witness.
They owe you money, for charging to do what doesn't need done and they MAY owe you for some repairs. Which, were I you, would be done elsewhere.

I wouldn't touch it or ride it till I knew exactly what they did.
I Would look carefully at the belt guard screws.
Clean spots tell a tale.

Put the bike up on blocks or milk crate or lift if you have it. Check belt alignment in neutral and spin back wheel if you don't have lift have a buddy push standing on right of bike while u check the belt alignment. Check the tension too

Thanks for the suggestions. I decided to start by checking the cam tensioner. Glad I did because I think I found the problem. As soon as I removed the cover over the cam tensioner oil started gushing from inside. I don't think that's normal lol. Ugh

Best to drain oil before removing the side of the engine. You're GONNA drain it, just, one way goes in a pan, the other way, well, you know where it goes...

absolutely normal.

If you've ever checked the oil level, it's a window in the clutch cover and is up from the bottom by an inch or so.

Ok, thanks a lot. I definately need a new cam tensioner though. Sitting at .75in extended. Thought I was getting such a great deal only spending $1,000 for the bike. Already  another $1,000 in for restoration and maintenance lol good thing I'm having fun I guess.
