Prohibition has failed every time it's been tried, not just here, either
prohibition of alcohol: MORE alcohol consumption, organized crime, (mafia) death, violence

War on drugs: MORE drug use, organized crime (mafia + bloods, crip, etc)
violence, death

China's 'only one baby' policy
many 'illegal' babies, organized crime, no violence or death, yet, that i know of
