That comes as stock equipment with the EMGO muffler. They are adapters to fit different size header pipes.
You don't need it with the Savage.

Don't feel bad Jeff, I too tried to figure that one out. I also had so much hardware when I was done with the build that I had to go through the instructions to determine if I had forgotten something (I didn't).

Thanks gang. I have a nice little pile of parts left over (decomp lever, side panel brackets, thumb screws and few other nuts and bolts) so I'll probably put a few of them towards other projects.
