Rusty Exhaust(?) pipe Why is this happening?

Hello!
I'm not all that knowledgeable when it comes to automotive repair. Can someone tell me why this is happening, what I should do, and why I should be terrified of this?

I have a 1999 Savage, 8450 miles on it. I'm the 3rd owner (or so I was told). Bought it used and have had it for 2 years or so in NYC. I believe a previous owner put a harley exhaust and a raptor petcock on the bike, as was suggested here on this forum!

Any help will be appreciated!

Question is how long did it take for the pipe to get so rusty? I'm in NY too and it's never happen, my bike stays outside all winter long but I make sure to stuff the muffler with bunch of rags so no moisture gets in. I also change the muffler once a year, they come so cheap at swap meets. I wrapped my header long ago so who knows what shape it is underneath...

Ride it. Keep it running good. Spend your money on tires,gas,oil and clothes to let you ride when it's cold. I'd start hunting for a replacement when you can tell the header is gonna rust through in a couple of years. For now, clean the rust off down to one layer, apply Ospho, it'll turn red iron oxide to black iron phosphate. You could get years of life outta the header...
Who steals or messes with a tired looking old bike?
Besides, you can't even see what your bike looks like while you're ripping thru traffic and carving the road up... minimize the investments of money and time and maximize riding time. You won't regret that when you're too old to ride.

Hey, guys, are the exhaust nuts stock? I don't remember them being acorn nuts. I'm not sure about the flAnge to jug fit,, been a long time since I actually saw one.

Part Number 09104-08026 BOLT (8X35) http://www.ronayers.com/oemparts/a/suz/54cbae0d87a865124878431c/muffler At some point I am going to remove the bolts and use studs with all steel lock nuts. Well if you are trying to eliminate any potential rusted or frozen stud/bolt problems....you should get stainless studs and brass nuts.

Stainless studs and stainless nuts would be OK too as long as you used Neversieze when installing the studs and nuts.
