Second mounting point for sissy bar

I'm looking to make a sissy bar and mount it to the swingarm point where the shocks meet the swingarm, but I believe I need a second mounting point and I'm looking for suggestions. Is there a technique, besides just tightening the hell out of it, that I can utilize where I only use one mounting point, but prevents it's from pivoting. I can't mount it to the fender since I'm running shocks.

I have never seen anyone mount a sissy bar to the swingarm.....unless they are running struts in place of the shocks. The sissy bar will bounce around all over the place....it will move up and down with every bump.
On bikes with shocks....the sissy bar is mounted to the frame.

Thanks for the reply. Can you tell me more about how they mounted it to the frame? Pictures would be greatly appreciated, at the moment I'm falling short on finding resources for s40 sissy bar mounting.

Fender is mounted to the swingarm, and the sissy bar is also the rear support for the fender. Not a great design, at least not if you intend to ride on roads with bumps.

That last pic will not work for 2 up.It will pivot on the front mount and just bend the fender.
Here is my Shovel I'm doing.There will be a fender strut that goes over both bolt holes in the frame and the fender will be bolted to the struts.
Here it is with the sissybar I was going to use.It works on the same principle as our stock fender struts.

...the red bike is what was left of my 1957 Panhead barhopper.
Sissybar bolts to the fender. Came off a 1970s UJM, most likely a CB550-750 four cylinder, could have also been off a KZ650-1000 four. Might put it on Sam once Lisa (my wife) has her bike running again so Caitlyn (grandniece) doesn't tumble off the back.

I can't really see how the sissy bar is attached. Do you have any pictures w/o the bags
Right now I'm considering welding the rack on to the fender. Bending it and welding it to the bottom side of the fender.
Does anyone have an opinion on using electrical conduit as a sissy bar?
I know it's not the strongest stuff out there, but I used it for a luggage rack and I think it might be strong enough for a sissy bar.
