Get a VM36 instead of a VM38.....the VM36 is a better size for the Savage.

The 38mm has too much area (11% more than the 36).  When the engine is idling or at low throttle settings, the venturi in the 38 is not getting as strong of a vacuum as the 36.  This makes the 38 harder to jet accurately, and it can make for poor throttle response at low throttle settings - which is where most of the around town or cruising is done.  Unless you are installing a big cam, Wiseco Piston, doing port work and going to the track.....the 36 is a better choice.

The stock rubber mount does not work - you need to the order the rubber mount that matches the bolt spacing on your bike.  Measure the center to center distance of the bolts and order the correct one.

The throttle cable either needs to be custom made by someone that has the correct parts to make one....or you need to make one.  Venhill cables can sell you a kit....and with the kit and your stock cable you can make it work....if you know how to solder steel cable (acid core solder).

You need to be sure the carb you order has the correct jets, and proper slide cutaway.  If you get one set up for a 2 stroke engine you will spend a lot of money on jets and the slide to get the carb to run correctly. Go to the Tech Section and look at the jetting threads.....there is a list of the proper jets and slide cutaway listed in one of the threads.  If you are not familiar with jetting and setting up a carb.....it can be a bit of a challenge to get it running correctly.

Come to thnk of it i may have called Sudco not Mikuni...whatever..i guess i'll know when it gets here.
