Ive never heard that complaint. I was riding behind my daughter when she was riding the Savage. I saw the rear fender whip side to side so hard I thot I was seeing things. They do tend to break license plates,,

Yes JOG2 my plate almost fell off, I ended up gluing and pop riveting it to a piece of thick aluminium sheet, no more trouble there.

I've never had a problem with either of those, any idea what causes that side to side whip?

Certain RPM & POwer applications I guess. My daughter was spankin on it when it shook like that,,Ive had it happen, I know I did, cuz my plate cracked,, but I never felt it or knew it,,

Offset frame, no real side supports to quell the fender vibration. My stock fender itself cracked. The FL rear I run on it now needs a bit heavier rear mount hardware, I've had several bolts shear off since adding that fender in 2006.
