Problem when the fuel tank gets low

I have been having a consistent issue with my 1999 Savage when the fuel tank get to 1/2 a gallon left in the tank.  Every time it gets to around 1/2 gallon left in the tank the motor shuts off like it is running out of fuel even when I select reserve.  I have a raptor petcock and I even tried draining all of the fuel from the tank using a gas can.  When it happens I can see fuel in the tank when I take the gas cap off, but is it possible that the gas tank's tunnel is blocking fuel from getting to the petcock?  As soon as I fill the tank up it runs fine but I can never get it to run when the tank is low on reserve it does run on reserve with a full tank though.  Does anyone have any ideas on what I can check?

If you have rust or crap in the tank, it may have blocked the filter on the petcock inlets.  The petocck has a filter on both  the main and reserve inlets.  You need to take your petcock out and check the filters, and maybe clean your tank if the filters are getting plugged.

Thanks Dave I will check that tonight the tank doesn't have any visible rust or debris but I can only see on the right side of the tank thru the gas cap.

Very easy to plug the reserve port, all it takes is a tank or two of contaminated fuel. Most in ground storage tanks have grit in them.

I would leave them in place.  They collect the big stuff and keep it out of the petcock working parts....and the inline filter catches the little stuff and keeps it out of the carb.

I finally got this issue fixed, it turned out to be the fuel filter or the way I had the fuel line routed, I replaced the fuel filter with a fram inline filter and I used more fuel line and routed it so the bend was a little gentler.  I tested it by draining all the fuel from the on position in one can and the reserve in another, then I put the reserve gas can back in the tank and went for a short ride.
