Thanks!  It was on the bike when I bought it.  I was originally going to remove it, but it's grown on me.  It's nice to mount stuff like a flag holster or an extra bag. The wife likes the extra support, too.  I wish I knew where it came from.  I guess it's just a one-off custom.
