It sits on top of the motor right behind the cylinder.  There is one wire going to it, and it's a pretty big wire.  That is where you check the voltage.

In that picture, the starter connection is that black cap up and to the right of the circle.

Something weird just happened. While i connected one of my voltage meter leads to the starter i tried to start it and it was turning over. Then it stopped.
But to check the starter. One of the clamps on the starter and the other where?

One lead on the starter hot wire, the other lead to any good ground.
Was it turning pretty fast, or sluggish?

youzguys,
you certainly have more insight than I do on the electrical system, but it might have put enough head on the battery when he rode it around the block to turn it over a few times. I might suggest a load test is still in order as a starting point.

Maybe not so weird, as a warm motor will turn over easier than a cold one.
I still think you have a weak battery.  If your jumper connection wasn't good, then it wouldn't change your symptoms when trying to jump from the car battery.
What is the voltage across the battery when you try to start it?

Take it out.  Take it to auto parts place.  Have them charge and load test.  (You might want to call first to see if they will even do it for a motorcycle battery).

In this case you most likely have a battery that is having issues, a dead short somewhere, but you should see and hear a big spark with one that is enough to drain the voltage to no reading when the starter is engaged,  or last but definitely not least you have electrical issues that need to be found and fixed.

I'm only basing this off the information that has been given so far.
