Battery, and/or connections for the battery.
If you have a charger, pull the battery out, charge it up, and put it back in.
Check ground connection from the battery to the frame as well.

Most motorcycle problems are caused by the nut between the seat and the handlebars. Make sure yours isn't too tight or too loose.

That could be a lot of things... you'll need to give us some more information.
I know it sounds dumb, but make sure the kill switch is in the run position... that'll get you every time.

YES about the battery... just because the lights come on doesn't mean it has enough juice to turn the engine over... make sure it's fully charged and fully working...

Lights look bright,.. I hear the de-comp kickin',...
I'd check the connections at the relay under the seat and the starter solenoid down at the starter...

I dunno.. the lights go almost completely out when he hits the starter.  The only thing that's going to draw that kind of juice is the starter, or a short.
I still say battery.  Take it and get it load tested (if tightening up connections don't help)

Check that they are secure and free of any corrosion.

static charge voltage doesn't mean much if there is a flaky cell in the Batt.  Once you put a load on it, a flaky cell or 2 could drop out, and leave you with a battery that doesn't have the voltage to crank over the engine.

That's why Serow suggested getting it load tested.
