I'm doing a RYCA-esque thing with an 18" rear wheel, so this won't help you directly BUT....
I did exactly that, and what I did was to decide my tire size first, then look for fenders I liked the look of on Ebay; ( I just did a general search for "Vintage Front Fender", but you could drop the "Vintage" part for yours and get more choices...) I looked mostly at larger bikes; knowing they'd have larger wheels, and when I found one that I liked the look of, I checked that make and model to see if it would use that same tire size for their front tires.
Sounds like a PITA, but it actually didn't take me too long to land on the right one for me; '76 Goldwing. Still working out how it gets attached exactly, but it'll be mounted to the swingarm hugging the tire, just like it would on the Goldwing front end. Fits the tire perfectly!...
