There is a lockwasher and a washer for each of the two bolts holding the caliper bracket on the fork slider. Currently I have the lockwasher on one side of the fork slider and the washer in between the fork slider and the caliper bracket. Do both lockwasher and washer go on the same side?

I moved the washer #17 over with #16 and that solved the problem. Axle tight and no rubbing. Now I have to go repaint the rotor. Thanks everyone for the help. Go Team!!

Lock washer under the bolt head then then flat washer underneath that. The caliper bracket goes straight on the inside of the forks.

BTW in the pic that shows the pads, you put the pad that was previously on the piston side on the opposite side. You always wanna put the pads in the same spot they were before, unless you use new ones. They are "broken in" so to speak. If you swap them, you can run into issues as they do not wear identical one both sides. They may appear the same in most cases, but not 100%.
It shows the piston imprint circle on the back plate, so it was on the other side previously.

If did that on mine I would get the result you have. Looks like the caliper is too far to the right of the left fork.
