Turn signal issue

Hi, I've got an odd problem, at least I've never seen it before.

My Wife rides a 2007 S40 and loves it but the turn signals just stopped working.
The odd part is they don't work (on as marker lights but no flashing) when the key is ON but if you turn the key to PARK they work (on as marker lights and flashing when you turn them on).

Has anyone seen this before or is this a known issue?

Okay, time to resurrect this question.
I just received the new flasher from FedEx and installed it, no difference it's still doing the same thing.

When the key is in the 'On' position the running lights are on but the turn signals do not work.

When the key is in the 'Park' position the brake light is on, the running lights are off but if you engage the turn signal button they come on and flash.

I've never seen anything like this.

If so,... I'd be looking into the key switch and associated connector behind it...

Update:

I suspected the battery might be low from sitting so I attached the pigtail for a charger to it Saturday.
Saturday night as I was sitting at my computer I realized that I may have crossed the leads, went and looked and sure enough I did. I unhooked the charger and tried the key to make sure I hadn't killed anything, no improvement but no worse either.

So Sunday I went to pull the pigtail off but first checked the lights, again to see if I had killed anything. No lights, no anything.
Crap.
Well maybe I discharged the battery entirely, I'll set things up right and charge it a bit.
So I get the pigtail on correctly and plug in the charger, lights look good so I give it an hour and try the key. No lights, no dash board, nothing.
Crap, what did I do.
I pulled it apart again, completely removed the battery to check the fluid level and check the fuses. Everything looks good. I hook up my jump starter just to power the bike so I can find out if the battery is dead, nothing.
Oh joy, I may have roasted the ignition switch.

So I look up the wiring diagram to see how hard the ignition switch is to replace, not bad just one connector that's easily visible. I look at the bike, yup, that connector right there, *poke*.

Hey why is that connector wiggling??
darn thing isn't locked together!!
Aw crap.

Hook up the jumpers and sure enough, lights, power AND turn signals!!

Lovely, let's put this bike back together.
Once it's together just for fun lets put the original flasher unit back on and try it.
Well looky here, turn signals...

Two days of playing with it and $60 for a new flasher unit because of a loose connector.
It was vodka time.
