But just to get a quick idea if the petcock vacuum is the problem, it's not necessary to pull the line and block it -- since his problem isn't sporadic fuel delivery, but no fuel at all. If he flips to PRI and it runs, presto, the problem is the vacuum line or diaphragm. If it doesn't run, then it's something else.

Another possibility is the tank isn't venting properly, creating negative pressure in the tank so the gas doesn't want to flow. You can check this by popping the cap the next time it seems to run out. Then, if it runs again, you know where the problem is.
