Hmm, been a few weeks since I put the pulley back on. Cannot recall if there was a spacer involved in the re-install. Will have to check the Clymer again and possibly remove pulley to double check.

If the spacer is missing, then the belt will want to track even tighter to the inside edge of the front pulley (because you're moving the pulley outward).  That makes checking the axle position that much more necessary.

There really isn't a spacer. The posts and comment here had me worried that I missed a little washer or something. I took mine apart and didn't see one. I then looked at the microfiche at ronayers.com and didn't see one listed there either. Yes, there is a spacer, but its about an inch wide and that is definately installed on mine.  
Looks like I had it (drive pulley) mounted correctly after all. RYCA took a look at my photos and commented that the belt is too loose, so I will tighten that up and see how it looks. Hopefully the bolt mentioned earlier will clear if I tighten up the belt.
